Essential Responsibilities:
- Administer all aspects of SVWRF Human Resources, including but not limited to;
- Manage the recruiting process including, advertising, interviewing, hiring, and onboarding
- Use E-Verify to verify employment eligibility of prospective new hires
- Assist in analyzing jobs and preparing job descriptions, evaluate and document jobs and participate in compensation surveys
- Maintain confidential employee files and employment records
- Coordinate performance evaluations of department personnel
- Maintain employee Step and Grade charts
- Maintain records of employee salaries, benefits, personnel transactions such as hires, promotions, transfers, performance reviews, disciplinary actions and terminations
- Assigned to be the employee Human Resources Representative as defined in the Policies and Procedures Manual
- Assist management in accessing and procuring health and wellness benefit packages for Facility employees
- Recommend and help establish effective human resources policies and procedures
- Maintain SVWRF's Employee Policies and Procedures Manual(s) and help employees to understand and properly apply those policies

- - Provides advice and consultation to Department Directors on dispute resolution, performance issues, and the interpretation of correct application of policies and procedures
- Ensure compliance with federal and state regulations including FLSA, FMLA, and ADA requirements
- Coordinate Workers Compensation, Disability claims, liaison between insurance carriers, employee and SVWRF

- Oversee Employee Recognition and Services awards
- Oversee employee appreciation activities

- - Act as Privacy Officer safeguarding employee medical files and information
- Administer (DOT) Commercial Drivers' License (CDL) program, including but not limited to, coordinating random drug and alcohol testing, tracking medical card certification, training, license renewal and maintenance for SVWRF drivers

- Serve as Clerk for SVWRF Board of Directors, including but not limited to,
- Document preparation, coordination, and distribution of Board Meeting materials
- Attend Board Meetings
- Record and transcribe minutes of Board Meetings
- Serve as notary for the Facility
- Secure, preserve and protect official SVWRF Board documents
- Provide administrative support to SVWRF's General Manager

- Provide supervision and direction for SVWRF Receptionist and Department Assistant

- Serve as Records Officer for SVWRF, which duties include but not limited to,
- Secure, preserve and protect official SVWRF documents (i.e.
meeting minutes, resolutions, legal documents, contracts, permits, leases, bids, reports, letters, memos, photos, drawings, plans, certificates, policies, etc.)
- Ensure compliance with all State and Federal guidelines and regulations including GRAMA (Keep annual Records Officer Certification current)

- Provide support for Finance department as needed

- Develop and oversee annual budget for Administration Department

Education:
Bachelor's degree in Human Resources, Business Administration, Public Administration, or similar degree.
PHR or SHRM-CP certificate
Licensing / Certification:
Notary certification (60 days to acquire)
Records Officer Certification (60 days to acquire)
Must maintain a valid Utah driver's license
Additional
Qualifications:
Must maintain an active home or cellular telephone
Experience:
With a Bachelor's degree five (5) years Human Resources or related Office Management
With a Master's degree two (2) years Human Resources or related Office Management
Experience as a Board Clerk preferred
Skills / Abilities:
Excellent oral and written communication, strong public relations, organization, multi-tasking, Type min 50 wpm, project management, computer use with standard office applications, strong word processing and spreadsheet applications.
Functional knowledge of office operations. Knowledge of regulatory requirements for records management.
